The Community Development Department prepares changes to the Comprehensive Plan and Land Development Code and provides information about these documents as well as various zoning codes to the residents, property owners and business owners of Groveland.

It serves as liaison to the Local Planning Agency, the Mayor and City Council in the review of applications for rezoning, subdivisions, conditional uses, annexations and site plans. It also advises applicants about the review process, notifies adjacent property owners of sites under review and provides consistency in decisions related to the Comprehensive Plan.

The department serves as liaison to the Metropolitan Planning Organization, regional planning and community affairs committees, and researches and prepares reports on emerging issues. It reviews plans to ensure compliance with Architectural Design Guidelines. Community Development coordinates business and residential redevelopment as well as improvement and enhancement activities within the Groveland Community.
