Vice Mayor Tim Loucks

My family relocated to West Orange County FL. when I was two months old. I, as well as most consider myself a native. My wife Susan and I moved to Groveland in 2007. Having grown up in a small town much like Groveland, Susan and I liked the small town atmosphere and the friendly residents. Although it is customary to address elected officials as, Mr., Mrs. or Ms., Mr. Loucks prefers to be addressed as just Tim.

It was not long before I discovered Groveland had some of the same issues that West Orange County had faced during the housing boom of the early and mid-2000. My background suited the needs of Groveland perfectly. I felt the only way to help resolve these issues was to become a part of the solution.

Employed by Reedy Creek Energy Services at Walt Disney World for the past 26 years, allowed me to bring to Groveland a wealth of knowledge and experience in municipal infrastructure and services.

For those of you who do not know much about municipal infrastructure, it is the heart of every successful city in the United States. Municipal infrastructure  entails services such as potable (drinking) water supply and distribution, waste water collection and treatment, reclaimed water, production and distribution, electrical power production and distribution, as well as storm water control systems, to name a few. Although, an often overlooked and unrecognized field, without these essential services, the reality is, cities such as Groveland could not experience future growth.

Tim’s education spans a lifetime and still continues today. High School Graduate, Business Management- Community College, Clemson University- Maintenance Management, and WDW University- Advanced Microsoft Access Database Management; Twenty-Six Years’ Experience in Municipal Infrastructure, American Honda Motor Company Certified Honda Technician, American Honda Motor Company Certified Service Manager. Elected Municipal Officials Graduate Advanced Elected Municipal Officials Graduate, along with numerous other training and educational seminars. Tim is currently seeking a Degree in Civil Engineering.

Tim was elected to the Groveland City Council District 3 in 2010 and was appointed as Vice Mayor in November 2011.

Much of Tim’s time in his first year in office was spent in the field of Municipal Infrastructure Improvements and Planning.

Tim, as well as, the City of Groveland, spearheaded and were successful in conjunction with Lake County Board of County Commisioners,  St. Johns River Water Management District, The Lake County Water Authority, along with the Southlake Chamber of Commerce in bringing the cities of Southlake County together to begin working as one voice in regards to the water needs of Southlake County.

For the first time in history, the Cities of Southlake are currently working as one committee named the Southlake Regional Water Initiative to resolve present and future water needs for Groveland, as well as, all of Southlake.

As a Groveland Councilmen, Tim sought and gained the approval and funding from the current City Council to construct what will be known as the Eagle Ridge Re-claimed Water Distribution Facility. This facility will begin to supply Re-claimed Water for Irrigation to most of our Homes and Businesses in the Southern End of our City. Scheduled completion date: Late Fall of 2012.

Tim is currently working closely with Staff and the Southlake Regional Water Initiative, as well as, Lake County and St. Johns, to secure a significant amount of additional Re-claimed Water at an affordable cost to supply Groveland and the other participating Cities in Southlake. This source of water that will carry our region well into future decades. The results of these efforts will reflect a decrease in groundwater withdraws preventing further damage to the Florida Aquafer along with preventing further drawn downs on our Local Lakes. In addition, this source of water will reflect a more affordable water rate for the future.

Tim holds the needs and concerns of the Citizens of Groveland with the upmost respect and concern. Tim will continue to make this his top priority, by “Planning Today for Tomorrows Future”. In addition, Tim  will continue working to build a solid foundation of municipal infrastructure to insure the Citizens of Groveland a affordable and substainable water source for present and future generations. This in turn, this will guarantee our City a bright and viable future for growth and economic development.

Securing a Sustainable and Affordable Water Source for Groveland’s current and future population is one of the many milestones’ Tim has achieved while currently serving the Citizens of Groveland and looks forward to continue serving the Citizens for years to come.
