City Manager

 City Manager–Dolly Miller  

    

        

   

Dolly Miller is a native Floridian, who grew up Miami. She moved to Central Florida where she met her future husband Scott. They later moved to Tallahassee where they were married. After spending a short period of time in the capital they moved back to Central Florida which they consider their home. Dolly and Scott have been married for 19 fun filled years.     

Dolly worked for over 10 years in retail which taught her excellent customer service skills. She holds a Realtor’s License from her years of working at the now closed Clermont Realty. She became an employee of Groveland in 2001 hiring on as the Human Resource Clerk. She has worked for Groveland’s second and third city manager’s Jason Yarborough and the late Ralph Hester who passed away at the end of October.     

Seeing her potential and expertise Dolly was soon promoted to Finance Director by Jason Yarborough. After working with Mr. Hester for 2 years he named her the Acting City Manager and promoted her to the position of Administrative Services Director. The promotion placed her in charge of every department and staff member at City Hall. After the death of Mr. Hester, Dolly Miller was appointed by council to fill the vacant city manager position on a trial basis for the next eight months on January 4, 2010.      

Dolly is a graduate of Lake-Sumter Community College and University of Central Florida. She is currently working toward her Master’s Degree in Public Administration and her certification as a Certified Public Finance Officer. She holds the following degrees and certifications:     

  • AA – Business Administration from LSCC
  • BA – Business Administration with a minor in Public Administration from UCF
  • CPM – Certified Public Manager Certificate from FSU
  • CPFIM – Certified Public Funds Investment Manager from the Association of Public Treasurer’s of the United States and Canada 

Dolly is a member of the following professional associations:     

  • GFOA – Government Finance Officers Association
  • FGFOA – Florida Government Finance Officers Association
  • FSCPM – Florida Society of Certified Public Managers
  • ASPA – American Society of Public Administrators
  • ICMA – International City/County Manager Association 

In addition to her degrees and association memberships, she is also a lifetime member of the following Honor Societies:     

  • Delta Epsilon Jota
  • Phi Theta Kappa

Her overall goal is to provide the citizens of the City of Groveland with quality services that are both reasonable and efficient in cost while promoting managed affordable growth. She feels it is her obligation to help bring in new businesses to our community. New businesses will increase the City’s tax base; thus helping to lower the ad valorem tax rate for all citizens. Dolly believes that Groveland is a place where the quality of the community is measured not only by size but by the integrity of those who dedicate themselves to the future of the City and the belief that the next generation deserves our best efforts. She is a dedicated employee who cares about the City and endeavors to be one of its driving forces.     

She is an avid traveler of the Caribbean and Mexico and a lover of Golden Retrievers. Dolly is an ardent supporter of animal rights and donates to many animal rescue groups.
